TL;DR

Technical fouls are usually non-contact conduct or procedural penalties. Flagrant fouls involve contact that officials judge unnecessary or excessive. The penalty, free throws and ejection threshold depend on the league.

Technical fouls

Examples include arguing excessively, delaying the game, illegal bench behavior or other unsporting acts. A technical can be assessed during a dead ball or live-ball situation under the rulebook.

Flagrant fouls

Officials examine the nature and severity of contact, including whether it was a legitimate basketball play and whether it endangered an opponent. A flagrant may bring free throws, possession and possible ejection.

Why the wording matters

Fans should not assume NBA, NCAA and FIBA terminology carries identical penalties. Read the rules for the competition being played.

Officials still use judgment

The same contact can be evaluated differently when the ball is live, a player is vulnerable or the act is unrelated to a legitimate play.

Compare double dribble rules, the shot clock, triple threat position and MVP meaning.
